Analyzed the role the Government Sponsored Entities, Fannie Mae and Freddie Mac, played in creating the housing bubble.

Paulson dedicated much of his time at the Economic Club to analyzing reformation of Government Sponsored Entities (GSEs), particularly the organizations dedicated to home mortgage financing, Fannie Mae and Freddie Mac. He discussed whether and how much the operations of those organizations had contributed to the housing bubble that helped trigger the Great Recession and whether they had a legitimate role to play in the economic recovery. He also presented options for reforming the GSEs to improve both organizational and housing market stability.
